Belorussian president, Alexander Lukashenko, was noticeably absent from the CSTO meeting in St. Petersburg this weekend. Lukashenko and Belarus have been trying to navigate a path that preserves the country's sovereignty and at the same time does not alienate itself completely from the Kremlin.
