Azerbaijan's citizens went to the polls today to vote on constitutional reforms that are aimed at leading the country into the "post-oil period." In addition to proposed changes to make the "system" more efficient, there is also a vote to extend the term of the president to seven years and give him the power to dissolve parliament.
