On December 23, the US abstained from voting on UN Resolution 2334, which describes Israeli settlements in the West Bank and East Jerusalem as illegal and an obstacle to peace. The U.S.decision not to veto the resolution, which passed 14-0, was seen as a major rebuke of Israel from the Obama administration, which has consistently voiced its opposition to the settlements. Immediately after the vote, Prime Minister Benjamin Netanyahu summoned the U.S. ambassador to Israel, Dan Shapiro, to express his discontent over the matter. The prime minister was quoted as saying that "friends to do not take friends to the Security Council."
