In 2013, the Organization for Economic Development (OECD) issued a global education report, which indicated that Israel was lagging behind other developed countries in several educational areas. For instance, at the time of the report, Israeli classrooms were more crowded on average than other developed countries. However, despite its room for improvement, Israel was included in a group of countries whose populations have a higher rate of people who receive a higher education.
