State Duma Decriminalizes Domestic Violence

The State Duma, Russia's chief legislative body, has approved a measure to soften existing domestic violence laws. The change would essentially decriminalize first assaults which do not result in serious injuries causing hospital treatment. MP Yelena Mizulina, a highly conservative lawmaker, is responsible for creating the law, which she says will return the rights of parents to show authority over their children.
