Russia notified the United States on Tuesday that the government had decided to back out of the nuclear security partnership between the two country. Since the fall of the Soviet Union the United States has invested over $2 billion in the program which helps with everything from dismantling decaying, Soviet-era nuclear submarines to nuclear arms control. The Russian government has also stated that it intends to invest around $100 million towards protection and control of its nuclear arsenal.
