Lukoil Trying to Obtain Export Rights to the CIS

Privately owned Russian oil company Lukoil is attempting to obtain export rights to the CIS. Lukoil has made the case that with its exploration and production on the Arctic shelf, it will need to be able to export to the CIS market to make the investment worth it as well as to protect against the potential effects of Western sanctions. In addition, Lukoil has finished building a new platform that will be deployed in the north Caspian Sea region region.
